The Japanese Technical Intern Training Program for foreigners is a “win-win-win” system that can solve labor force shortage problem of small and medium enterprises in Japan, help developing countries improve their production skills and help skill trainees get benefit from it. Through trainees’ skill training in Japan, the advanced technology, technical knowledge and management experience of Japanese enterprises can be mastered by trainees, the manpower shortage problem of Japanese enterprises can be alleviated, and their prospects for development can be broadened, which makes it possible for them to make contributions to their countries’ economic development after returning home. Therefore, during more than 10 years development of the Sino-Japanese skill trainee exchange business, it has got full reorganization and strong support from Chinese and Japanese governments and all fields of society.
@The Difference between the Technical Intern Training to Japan and Ordinary Oversea Labors

The first purpose of the skill trainees coming to Japan are studying advanced technology and management experience in Japan workplace, broaden horizon and improve self career cultivation, which can lay the foundation for career development and career planning after returning home. Therefore, the Japan receiving office will request the language skills and technological levels of the trainees, and carry out corresponding on-the-job training for trainees according to the plan.

The receiving office for trainees can be divided into supervision organization and skill implementation enterprise. As the receiving subject of the skill trainees, supervision organization’s main responsibility is supervising and managing the skill implementation enterprises (employing units) and trainees to ensure that the trainees and enterprises implement skill training in accordance with legal requirements, which is an administrative authority higher than the skill implementation enterprises and independent of the skill implementation enterprises.

Whether the skill implementation enterprises have the qualifications to receive foreign skill trainees is decided by relevant agencies of the Japanese government, and only through the review and evaluation permit can the enterprises carry out skill trainees’ reception work.
